Discovered this unusual “24 Le Mans US” medallion — any concept what it’s or why it ended up in Uruguay?

Hey everybody! A good friend of a good friend lately discovered this object in Uruguay — it's a spherical, weathered medallion or badge with the phrases “24 Le Mans HS” on it, together with what seems to be like a stylized Union Jack within the background. It seems outdated and possibly made from some form of metallic or ceramic.

It’s clearly not in one of the best situation — it seems to be worn and broken, presumably aged or corroded over time — however the primary particulars are nonetheless seen.
